They care enough to let him sleep, which is very polite of everyone. He is obviously sleeping on the warm part of the ticket machine. After all, a man looks closely at him~~maybe he is talking to the cat. Perhaps the kitty visits for a while and then goes home (like the post office kitty) or perhaps he wants to "move in" and will be the station cat there.
