A feline extermination force is misguided at best. Wild cats have no business being in a domestic environment. A much more effective solution to arts and mice is to incorporate one trained "rat" dog. A Rat Terrier is recorded as having killed over 2000 rats in 7 hours. These dogs kill rats whether hungry or not. Kibble fed cats will search for mice only as sport and will tire of the game.

At least they were taken back to the rescue group! Even though this is a bad situation, the city had enough sense not to take them to a shelter, and take them back to the rescue organization instead!

Extermination by poison doesn't work in a barn situation. Natural predators are the way to go. I certainly wouldn't want my horse in a barn with poison. Poisoned rats crawl away to die in the hay or horse feed, which in turn, makes the food unsafe for horses to eat.

While I think it's an unfortunate and misguided decision by the property manager, I would be concerned with leaving the cats in an environment where their prey is being poisoned by a professional exterminator. So, in that regard, I believe it is a responsible move to re-home the kitties. Hopefully, they will be able to find another cozy barn to call home.
