Arrest in Duct-Taped Cat Case

An arrest has been made in the animal cruelty case in which a Pennsylvania cat was duct-taped from head to toe and dumped. The following is the press release issued by the PSPCA:
Pennsylvania SPCA Humane Law Enforcement officers have made an arrest in the case of a cat that was found duct-taped from head-to-toe on Tuesday, September 22, 2009, in the 2200 block of Edgley St.
James Davis (left), 19, of the 2100 block of 22nd St., was arrested on the evening of September 26, 2009. He now faces a misdemeanor charge of animal cruelty, which carries with it a sentence of up to two years in prison, a fine not less than $1000, the possibility of a court-ordered psychiatric evaluation, as well as other related charges.
The cat, affectionately named Sticky by the Pennsylvania SPCA staff, was rescued by a Humane Law Enforcement officer when a woman discovered the cat near the fence in her backyard. Sticky was brought directly to the Pennsylvania SPCA’s headquarters, located at 350 E. Erie Ave., where she received a medical evaluation and was found to be in stable condition, although moderately dehydrated. She received intravenous fluids to treat the dehydration and was sedated to remove the duct tape. Once free from the tape, Sticky was able to be further evaluated and found to have no additional medical problems in need of treatment.
Despite claims by a few individuals that they were Sticky’s rightful owners, no one has been able to prove ownership. The Pennsylvania SPCA received nearly 100 inquiries from people who would like to adopt her. These requests are being reviewed in the order in which they were received to find the best possible home for the cat.
The $2000 reward that was offered by the Pennsylvania SPCA will be distributed to the person or persons who provided critical information to the Humane Law Enforcement team if a conviction is handed down in the case. No court date has been set in this matter.

This arrest is excellent news! Hopefully, he will get psychiatric help (duct taping a cat isn’t a sane act). Glad the kitty is on the mend — she’s adorable.

Jail and psychicatric help. The most important thing is this guy pays and he gets to a place where he no longer wants to be the bad guy. And I hope the kitty finds a wonderful home and changes that awful name. No reason to be reminded of the incident.
Thank goodness that someone found this poor kitty and called for help. It makes me ill to think about this; the kitty must have been in such distress while it was happening and afterwards.
I’d like to see animal cruelty such as this bumped up to a felony. In addition to two years in prison, he should definitely have the court-ordered psychiatric evaluation. That should be mandatory in every animal abuse case.

Glad to hear that someone has been arrested in this horrific crime. We can’t believe he’s only going to be charged with a misdemeanor. He needs to spend the rest of his life in jail. Therapy is the first step. We’re certain that this beautiful little girl will find the purrfect home and be loved fur-ever!
The cruelty cases in Pennsylvania are misdemeaners. They should be upgraded to felonies. Pennsylvania is not hard enough on animal cruelty cases.
I’m pretty sure that animal abuse is a felony here in Massachusetts. As it should be everywhere.

This was a sick act and I am glad he was caught. Animal cruelty is wrong. I would like to see him duct taped and thrown. Hope Sticky finds a good home.

Glad he’s caught. Why did it take reward money to turn him in? Where are people’s morals? I believe animals are here for a reason…and I hope this person gets the book thrown at him.
Cruelty to animals-no matter what the degree- is the final step in the progression of blurred boundaries before a monster graduates to inflicting harm on an actual human (usually an infant.) A psychotic individual who’s been found to have abused a human being often (if not always) has a history of performing severe and cruel acts to animals. Sometimes this is the result from personal abuse they’ve experienced by their own caregivers, or it can be caused by deeper psychological flaws (a “bad seed”) with no apparent explanation. I have no doubt that this disturbed man has harmed other animals in the past and is likely to continue, even after incarceration and “counseling”. This could easily have been a child that was found bound- swaddled in duct tape- and left abandonned and defenseless (easy prey for rats or other hungry predators.) I can’t think of any punishment that would be severe enough to teach this psychotic creep the lessons he needs to learn about co-existing in polite society; maybe the value system and consequences he endures by other prison inmates will be appropriate- and just. This kind of disturbed, sickening behavior makes me ill.
I’m so glad the poor cat was rescued and will have the chance to spend the rest of it’s life in a loving, decent home.
The horrible person who did this should spend the rest of his life in jail or at the least be totally duct taped and left in a trash can.
Animal Cruelty should be a felony NOT a misdemeanor. It is here in TN. And why does most of the PA media keep calling this adult male a “teenager” as if to lessen the crime?? Legally he is an adult. Supposedly a man but in my book, a monster.
Stats prove that perps involved with animal abuse are typically domestic violence offenders as well. Would love to see his rap sheet.
Please rename this kitty. Sticky is not funny or cute. It is a constant reminder of the crime committed. She should have her own happy name. I recently rescued a kitten that had been set on fire & had his tail amputed. Timmy is his name & has was adopted last friday to a loving home.
